Are you looking for a fast-paced and challenging position that will provide critical services to the public? The Employment Development Department (EDD) is looking for a highly motivated and qualified individual to work in the Application Development & Support Section (ADSS). The Application Architect/Senior Developer in ADSS will be responsible for highly visible, major software projects involving both business and technical staff, system integrators and product vendor staff. The Application Architect/Senior Developer participates in all aspects of the project lifecycle for both custom build and SaaS product implementation.

The successful candidate has at least 5 years of software development and application architecture experience with both custom .NET development and SaaS products, excellent verbal and written communication skills, and the ability to prioritize multiple projects with competing deadlines.

This position is headquartered in downtown Sacramento and may be eligible for hybrid telework under EDD's telework policy. Employees are required to report to their headquarters office, as needed. Travel expenses to and from the assigned headquarters are the responsibility of the employee.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Experience working with stakeholders at all levels of the organization.
  • Experience with Agile/Scrum methodologies.
  • Experience participating in software development projects as lead Application Architect or lead Developer, including coding custom applications using Visual Studio, .NET Framework, C#, SQL and/or similar programming languages.
  • Experience developing technical documentation such as System Security Plans, Logical Diagrams, Use Case Diagrams, Sequence Flow Diagrams and similar application architecture documentation.
  • Experience collaborating with system integrators and product vendors to evaluate and implement SaaS, PaaS and/or IaaS software solutions.
  • Experience with Cloud technology like Amazon Web Services, Salesforce, ServiceNow or similar products.
  • Experience with API management products like Red Hat or similar products.
  • Experience using end-to-end application lifecycle products like Microsoft Azure DevOps, Microsoft GitHub, Amazon Web Services CodeConnect, Microfocus Application Lifecycle Management or similar products.
  • Experience with Identity Management and Identity Verification solutions like Okta, IBM Security Access Manager, ID.me, Socure or similar products.
