Rooted in community, the Human Rights Commission works in service of the City’s anti-discrimination laws by protecting civil rights, upholding dignity, and advancing equitable outcomes in San Francisco. For more than 60 years, HRC has served its mandate to address the causes of and problems resulting from prejudice, intolerance, bigotry, and discrimination.

Established in 1964 by Mayor John F. Shelley as the Interim Committee on Human Relations, the Human Rights Commission is a department of the City & County of San Francisco. The divisions and staff of the HRC secure, protect, and promote human and civil rights for all San Franciscans by:

• investigating and mediating discrimination complaints

• resolving community disputes and issues involving individual or systemic illegal discrimination

• providing technical assistance, information, referrals, and other supports related to human rights and social services to individuals, community groups, businesses, and government agencies

The Mayor of San Francisco may appoint up to 11 Commissioners to help develop policy at the HRC. Members of this public body represent diverse interests in the community and are able to leverage their professional and personal backgrounds to better address a wide range of issues impacting human and civil rights.

Job Description

INTRODUCTION

The San Francisco Human Rights Commission seeks an experienced and proactive (2) 1823 Senior Administrative Analyst (Sr. Grant Manager) to provide advanced oversight of grant-funded programs that address racial equity, social justice, and community resilience. Under general direction, the Senior Grant Manager leads critical, complex grant portfolios, coordinates city-funded service strategies, and ensures grantee accountability. This position requires sharp analytical thinking, sound judgment, and a strong sense of ownership over both fiscal and programmatic outcomes.

The two Sr. Grant Manager positions will oversee Evaluation & Impact or Foundation Partner Oversight.

WHAT YOU’LL BE DOING

As a Senior Grant Manager, you will manage a portfolio of community-based grants with citywide impact. You will be responsible for ensuring performance, compliance, and spending integrity, while also working collaboratively across HRC teams and with community partners. You will lead problem-solving, identify risks and trends, and support grantees in aligning their services to public policy objectives and funding requirements.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Program Oversight & Performance Monitoring

• Lead grant oversight efforts, including quarterly site visits, performance reviews, and data analysis for assigned grantees.
• Monitor program implementation to ensure services align with approved scopes and funding priorities.
• Support the development of performance metrics and use those metrics to track grantee progress.
• Prepare analytical reports and presentations on programmatic impact and risks to inform leadership decisions.
• Provide proactive technical assistance and coaching to support grantees in achieving goals.

Budget, Invoice, and Fiscal Review

• Review and approve invoices in accordance with citywide cost principles, funding conditions, and program design.
• Monitor grantee financial performance to prevent overspending or underspending.
• Identify and escalate budget deviations or invoice anomalies; recommend adjustments or corrective actions.
• Assist in grant and program budget development, reallocation, and forecasting.

Policy & Compliance Administration

• Ensure grantees adhere to city policies, legal obligations, and administrative expectations outlined in grant agreements.
• Communicate compliance expectations clearly and follow up on audit findings or policy violations.
• Coordinate with HRC’s monitoring unit and Finance team to ensure seamless compliance assessments and documentation.
• Track and implement new legislative or policy changes that affect grant administration.

Cross-Functional Coordination

• Collaborate with Contracts, Finance, and Leadership teams to support end-to-end grant administration.
• Participate in cross-departmental meetings and working groups to represent HRC grant interests.
• Draft memos, briefings, and dashboards summarizing program performance, compliance concerns, and strategic risks.

Contracting and Grant Execution

• Assist in developing scopes of work, negotiating budgets, and coordinating contract execution or amendments.
• Support competitive selection processes and ensure documentation complies with city procurement standards.
• Maintain accurate records and documentation to support future audits, closeouts, and compliance reviews.

Qualifications

Possession of a baccalaureate degree from an accredited college or university

and

Three(3) years full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.

Substitution:

Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.

Qualifications

• Strong working knowledge of government grantmaking, compliance, and budgeting practices.
• Experience managing grants in public or nonprofit sectors with a focus on racial equity and social impact.
• Strong writing, facilitation, and data analysis skills.
• Familiarity with San Francisco City grant, budget, or contract systems (e.g., PeopleSoft, DocuSign, or CARBON).
• Demonstrated ability to manage relationships with community partners, especially under pressure or during course correction.
